Reporting to the Chancellor and to the UC Senior Vice President and Chief Compliance and Audit Officer, Judy is the Chief Ethics and Compliance Officer (CECO) for UC San Diego.  In this capacity, she is responsible for developing and overseeing the UC San Diego Ethics and Compliance Program which provides guidance, education and monitoring regarding compliance with University policy and procedures, as well as rules, regulations and laws applicable to UC. She Co-Chairs the UC San Diego Compliance, Audit, Risk and Ethics (CARE) Committee with the Executive Vice Chancellor.

Judy is a Certified Compliance & Ethics Professional (CCEP) and received her J.D. from the University of San Diego School of Law and her undergraduate degree in Political Science from Boston University.  Judy has been at UC San Diego since 2002 and served as the first Campus Ombudsperson prior to becoming the CECO.  She practiced labor and employment law before returning to higher education as the Assistant Dean for Graduate Programs and Academic Planning at the USD School of Law.  She previously worked in international education at Boston University and was the Director of USD’s summer law program in Florence, Italy.  Judy remains an active member of the California Bar and is a past member of the Board of Directors of the International Ombudsman Association.
